The Marriott on River Street was buzz- ing with over 400 EMS providers and educators who were enjoying the beautiful weather and learning what is new in EMS from professional speak- ers who came from all over the coun- try. Phoebe Worth EMS has won this award many times before which is evident by the en- graved plaques around the base of the trophy. This teams adds yet another win for Phoebe Worth EMS and for their community. GAEMS is proud to have such skilled and hard working members like these providers from Phoebe Worth EMS as well as Henry Coun- ty EMS a nd Southside Fire. All the teams did a wonderful job. The author analyses the viewpoint widely held by Western scholars concerning the possibility of bypassing the deadlock in the UN Security Council with reference to the UN General Assembly Resolution №377 «Uniting for Peace» and a number of ICJ advisory opinions - in terms of its conformity with the UN Charter’s delineation of the functions and powers of the UN Security Council and UN General Assembly. The author also examines the legitimacy of the Ukraine’s request for the peacekeeping operation on the border with Russia in the absence of the latter’s consent from the perspective of such operation’s compliance with the general principles of UN peacekeeping.
